Please note that the latest pretest versions of Emacs include conversion tables between all ISO-8859-n character sets and the corresponding DOS codepages, including (of course!) the Hebrew codepage 862. Emacs already works for me in Hebrew and in many other languages, including even Japanese. I can send the relevant file from the Emacs distribution to anybody who needs the conversion tables, which I believe is the only piece of information required to add such support.
