This is a VERY fast setwinpos function. Just have a look at this old TurboC source I've found rotting on my HDD somewhere. I believe exactly THIS function must be changed.. Kill all 'far' keywords and the _BX isn't available in DJGPP. Just make an assembly function for it or something... Don't have too much criticism, it's one of my first 'libs'. It can be linked to your program easily. Just make sure you translated it to DJGPP correctly.
