This by default causes Windows to produce short 8+3 file names (the only ones seen in plain DOS) with those numeric tails, like stream~1.h, instead of simple truncation to streambu.h. This is why the compiler fails in plain DOS. If you want to have a DJGPP installation that works in both DOS and Windows, you will have to follow the advice of section 22.18 of the FAQ. If you just want to compile under DOS, and don't care about Windows, reinstalling gpp281b.zip under DOS, without starting Windows, should solve the problem.
