Does these docs cost something like some other docs from VESA? This is the VCI spec I know about (from VESA web site): and I would like to have (this one or earlier). Release October 1991 VESA Video Cursor Interface (VCI) Standard 1.0: Provides an easy interface between Super VGA and pointing devices (e.g., a mouse), handling initialization, cursor drawing, and standard cursor handling. The VCI enables mouse users to work in higher resolutions than otherwise possible without customized drivers.
