did you check the installation instructions?  I seem to remember there was
some involved process in compiling it and the test programs.  I never got
into Mesa (the 8-bit 320x200 screen put me off of the DJGPP version), with
my Voodoo Banshee I just use VC and compile for OpenGL, and use the beta
OpenGL lib from 3Dfx.  That even solves the hardware acceleration issue. 
Might think about using LccWin32.  It's like gcc, only it compiles C only
(no C++) but its very Windows friendly.
