I had to download the files using my macintosh, which has internet access, and then copy them to my PC which doesn't. However, the Mac strips off the carriage returns on text files somehow. This isn't a problem for C source files that use ";" and "}" delimitation or binaries that don't use CRs. However, the specs and djgpp.env files require them. Once I added back the CRs, everything worked fine.
