Because Cyg-win32 uses gcc ;-)

If you want to use DJGPP, try libsocket (at version 0.7.3 right now)
which does support winsock1 (winsock2 and DOS-packet-based TCP/IP is
work in progress). on simtel: gnu/djgpp/v2tk/lsck073[bs].zip
