I think it should be a part of the DJGPP standard package. It is just one source file/executable. It seems to run correctly on my machine, but I ran into a few snags. What if LFN is disabled? How do I know what filename will change to? How do I know what the short filename equivalents of the long-filenames in the manifest will be? How do I know if "NameNumericTail" is enabled or disabled? Does anyone have any ideas? The programs runs fine on a machine with long filenames and DJGPP env. variable set correctly.
