You should be able to download individual files from any ZIP
in the djgpp part of Simtelnet through DJ's web server.  Go to
http://www.delorie.com/djgpp/ and follow the links to
"downloadable listings and extracts" or something similar.  
When you get there you can choose which ZIP you want, view its 
contents and download individual files from it.
