Do you have CONFIG.SYS/AUTOEXEC.BAT at all, or are they empty/nonexistent? If you have them, try to boot Windows without them and see if you can then get 64MB of DPMI memory inside the DOS box (when the property is set to 65535K). If you can, then something on your configuration files prevents Windows from allocating 64MB.
