There's a program called `makertf´ that converts texinfo files into RTF
files. These RTF files can then be converted into .hlp files with
Microsoft's help compiler.

I don't know where to get `makertf´, but you could search for `mkrtf´
using archie or ftp search (e.g. http://ftpsearch.ntnu.no/ftpsearch).
