Are you bothered whether when the Emacs manual talks about ``Windows'' it applies to MS-Windows as well? If so, then it generally does. Where there are differences, the manual specifically mentions MS-Windows. If some Windows-related feature doesn't work as advertised, that's a bug, either in Emacs or in the docs; so please report it (see the chapter "Reporting Bugs" in the manual). It is indeed not quite so. Emacs on Windows supports several features that are unavailable on plain DOS (like the Windows clipboard).
