If it's from gpp281b.zip, then I think it doesn't. gxx.exe from djdev201.zip (which is an entirely different program) *does* link in libgpp. Personally, I think it's *very* unfortunate that gpp281b.zip called another program by the same name gxx.exe. It confuses people, since the FAQ and README.1ST mention gxx.exe as well, but they mean gxx.exe from djdev201.
