There _is_ already an addon package that allows you to compile
Win32-targeted code with the DJGPP compiler; it's called RSXNTDJ and is
found at the same place you got DJGPP.

If you are asking whether the core compiler will be ported to Windows,
the answer (straight from DJ Delorie) is a flat no.
