Because you didn't set the DJGPP environment variable correctly.  See
'readme.1st' for instructions, and read chapter 8.1 of the DJGPP FAQ for
detailed information.  If you still don't understand what to do, please
post a system report as outlined in chapter 6.12 of the FAQ.
