There are two I can think of.  
#1) is the one supplied with the Win32 SDK 
(http://www.microsoft.com/msdn/sdk/winui.htm).  It's in the Tools section.  
Beware, the file is 12MB+

#2) Get LCC-Win32.   A C compiler, but comes with a resource editor.
(http://www.cs.virginia.edu/~lcc-win32/).  Get the LCC-Win32 Compiler.

Both are free, but make sure you check out the licensing first..
