One idea is to create a port of RCS to Windows NT using Cygnus GNU-Win32 (http://www.cygnus.com/misc/gnu-win32/), that attempts to create a Un*x compatibility layer on top of Win32 operating systems, particularly Windows NT. Unfortunately, Cygnus GNU-Win32 isn't a software project as mature as DJGPP, and some troubles still remain. However, AFAIK, DJGPP isn't able to read long NT filenames. GNU software usually compiles out-of-the-box (or almost that :-) with Cygnus GNU-Win32 tools.
