The latest alpha is at http://www.canvaslink.com/gfoot/libnet.tar.gz

An older alpha in ZIP format (with a known bug and less features) is
at http://users.ox.ac.uk/~mert0407/downloads/libnet.zip

I wouldn't class libnet as being powerful; it's main features are
meant to be portability (across network types and platforms) and ease
of use.
