You can't say this in general. But if nobody is sending patches there what should the maintainer apply, since they are running gcc on unix? At least I have sent already some patches and after after some changes or discussions they were applied in most cases. I think the main problem for your impression is, that you 1) have never (or seldom) sent a patch 2) don't know how hard it is to maintain a large package. I'm maintaining RHIDE, which is not the smallest program, but I can imagine only in my dreams how hard it would be with gcc which should run on nearly any platform which is currently available in the unix and DOS world existent.
