DJGPP version 1 is obsolete and completely unsupported; the SimTel files exist only as a matter of record, as far as I understand. There is no reason to download any part of v1.x if you are a new DJGPP user, and you should not expect much in the way of technical support for it. Version 2 is much easier to install and use than v1.x, so please use that instead. For reference, the complete instructions for setting up your environment to run DJGPP programs can be found in the 'v2/readme.1st' file. If you don't understand what's in there, please tell us and we'll try to clarify it for you.
