Simtelnet has portably written uu{en,de}coders. Try these locations:

ftp://ftp.simtel.net/pub/simtelnet/msdos/00_start/uuencode.c
ftp://ftp.simtel.net/pub/simtelnet/msdos/00_start/uudecode.c

These URLs may not be exactly right, but I think you get the idea.

Incidentally, I personally find it helpful when people say their question in
the body of their message. My mailer buries the subject with other
extraneous headers, making it hard to find.
