This is a wrong news group for posting questions about the Cygnus
ports.  But since you are here, I think you need to set LIBRARY_PATH
to c:\gnuwin32\b18\H-i386-cygwin32\i386-cygwin32\lib
                  ^
Note this extra backslash after b18.
