You don't need that fix any more.  Just get the latest CWSDPMI release 
(v2misc/csdpmi4b.zip) and use the CWSPARAM program from there to change 
CWSDPMI internal heap size as the need arises.

Btw, section 6.4 of the FAQ that you cite explicitly tells you that the 
heapfix patch was only needed for early versions of CWSDPMI.  Do you have 
an old version of the FAQ maybe?  The latest version is in v2/faq210b.zip 
and is dated January 19, 1997.
