It was in DOS 5.0, but I doubt if the version of DOS has anything to do with this. Is it possible that you have some TSR installed that interferes with warm reboots, or catches the keyboard interrupt? Try rebooting clean (no CONFIG.SYS and no AUTOEXEC.BAT) and see if the problem persists.
