Zoneinfo: more questions

1. Is zoneinfo needed at runtime or only at compile time? If at runtime
   how to distribute with an executable app?

2. If the program is compiled in the Canada/US timezones, but meant to be
   run anywhere on Earth, is Zoneinfo needed at compile time?
