Yes, by the number. Otherwise, it won't make sense to point people to relevant FAQ fragments by telling them the section number. This appears to be the most effective way of giving a short but accurate reference. In the hypertext formats (HTML or Info), you can also go to one of the two index nodes at the end and look for your topic.
