It shouldn't generate missing fonts when you invoke latex. It should only generate fonts using dvilj or dvivga. If you use a windows dvi-viewer, you probably have to generate the fonts yourself (for example by dvilj-ing your dvi-files, and using the laserjet fonts in dviwin) You did set +TEXMF=%DJDIR%/share/texmf +TEXMFCNF=.;$SELFAUTODIR/share/texmf/web2c;%DJDIR%/share/texmf/web2c in your DJGPP.ENV in the right place? (I think you did, as compiling your TeX-file seems to work, as you don't mention it here.)
