You can download a pre-built version from the Allegro homepage, http://www.talula.demon.co.uk/allegro/. However, if you can't build Allegro you probably can't use it either. You really ought to try to figure out why it's not building. Check: 1) Can you compile simple programs (other than Allegro)? 2) Have you read the Allegro FAQ, which details some building problems?
