I downloaded the files, setup a C:\ALLEG22 dir, pkunzipped using -d switch and everything seems to be there. Switched to that directory and typed "make" (no quotes). After much whirring, churning and lightsablinking, I ended up with the message "make.exe nothing to be done for 'badtarget'. Now, I'm not usually an alarmist, but I'm thinking something called 'badtarget' is not a good thing. While this is in the cyber-post-office, I'm going to be R'ingTFM but should anyone have any ideas, thoughts, Celtic charms, etc. that I could use... please feel free to stop me from ripping what little hair I have left out.
