Inserting a newline works like any other character insert: the character goes at the insertion point which moves to the right. You wouldn't want to have to hit return *and then down arrow* every line while writing code, or every paragraph while word processing. Now an added command ^N to insert a line in place would be handy sometimes for things. But the behavior of the enter key is certainly quite standard.
