The canonical mailing list software for UNIX is Majordomo and Listserv (which djgpp list uses). Technically, these should compile easily under Windows with Cygnus GNU-Win32 compiler, but will probably not work (needs files in /etc which you'll have to setup manually under Windows). I suggest BeroList which is very simple, for UNIX. Or maybe Petidemo.
