You didn't tell enough info.  Please describe these:

    - what zip file did you download?
    - what is the command line you used to install fileutils?

You need to download fil316b.zip and unzip it from the root of your
DJGPP installation.  There is no need to run config.bat if all that
you need is to use the pre-compiled binaries.  The file README in
fil316b.zip explains this in more detail.
