No.  You may distribute DJGPP itself, for profit even, but please read
the FAQ section 19.2 before you do so.

You must distribute the full sources for all GPL packages you
distribute.  A complete copy of djgpp would automatically take care of
this, since djgpp includes all of its own sources.
