You can get RSXNTDJ 1.3.1 from the DJGPP archive and the MS Platform SDK from the MS site. These allows you to compile win32 programs with DJGPP. What's "a djgpp"? If you are referring to "a DJGPP compiled application" then yes, RSXNTDJ allows you to compile win32 GUI applications.
