Perhaps my sugestion is crazy but you can take a look to the TeX package. It 
have fonts in "source format" and provides a package (mf?) to create fonts of 
certain resolution. As all the sources are available is I guess you can handle 
the resulting format.

P.S. There are a good number of good quality fonts there.
