First download the libc sources. Then ignore them, and just write your
program in the usual way. It will work: libc already fully supports long
filenames :-)

If you are still using djgpp 2.0 you will have to set the environment
variable LFN=y to enable this, but unless I'm mistaken it's on by
default in djgpp 2.01...
