Did you hear about net outages?  When the connection dies in the
middle of a large file, most FTP/HTTP client software will require you
to begin downloading from the beginning.  With several smaller files,
the probability of this is lower.

No, GNU copyleft doesn't imply any restrictions here, they just
require the sources to be freely available from the same place where
the binaries are kept.  The packaging standards are DJGPP's own
invention, AFAIK.
