What is this job header page you are talking about? is it a blank page or is something printed on it? is it printed by your local printer or over the network? Also, AFAIK, neither `enscript' nor Emacs use `pr' by default (Emacs will only use `pr' if you set some non-default options in the `lpr-buffer' command). So I don't understand what's `pr' got to do with this.
