For example, I would have such things as #define INCL_PRIMITIVES_2D, #define INCL_PRIMITIVES_3D, #define INCL_SOUND, #define INCL_JOYSTICK, etc., for the various modules (pretty easy to understsand), and whatever is needed will be needed.
