By ``directly from DOS'' do you mean outside Windows? If so, please see if there is a file called case-tab.elc in the lisp directory. Please check this when you are OUTSIDE Windows, not from the DOS box inside Windows. I'm guessing that you will see a file case-t~1.elc there instead of case-tab.elc. If my guess is correct, please re-read the file README.dos in the Emacs distribution.
