Unless the original poster was running from Windows (as opposed to plain DOS), there should be no difference when cwsdpmi is installed resident, because the DJGPP programs automatically load it if DPMI services aren't already available. And if he was running from Windows, he won't be able to load cwsdpmi at all. So I don't see how cwsdpmi can have anything to do with that problem.
