I'm pretty sure that FLI/FLC files are just a group of individual pictures used as frames in an animation sequence. I have a program laying around called Video for DOS that can convert between some different formats of still pictures and animation files (I think I used it once to convert a MPEG movie into a FLI/FLC movie to test with Allegro and it rocked).
