In your config.sys, put this:
  shell=c:\command.com /p /e:2048

The /p tells the system to make this shell a permanent one (exit 
doesn't return) and /e tells it to extend the available environment 
space.  The default without this statement is 128, 256 K (I don't 
remember which?) which is pretty low.
