You're mixing files from different versions of djgpp.  In this case,
it looks like your specs file (from djdev201.zip) is old.  To compile
Allegro, get the following files:
bnu27b.zip
djdev201.zip
gcc2721b.zip
mak375b.zip
gpp2721b.zip  \ these two aren't required for the library, but the
lgp271b.zip   / optional sound setup program needs them
