POSIX document (ISO/IEC 9945-1, IEEE std 1003.1) says :

The tzset function uses the value of tje environment variable TZ to set
time conversion information used by localtime(), ctime(), strftime() and
mktime(). If TZ is absent from the environment, implementation-defined
default time-zone information shall be used.
