I want to apologize for the misinformation that I (regrettably) posted to this mailing list. It turns out that under DPMI, it is simply not possible for GCC to access the video buffer memory using its normal 32-bit addressing. This is a limitation in DPMI 0.9, *not* in GO32/DJGPP.
