You need to use mkdoc from DJGPP 2.04. It was extended to understand particular versions of the ANSI and POSIX standards, e.g.: ansi-c89 and ansi-c99. A portability target of "ansi" now expands to both ANSI C89 and ANSI C99. See the mkdoc sources or the djgpp-workers mailing list archives.
