I'm using cvs 1.11.5 on Windows, which works OK, but complains about unexpected messages from the server. I'm using cvs 1.11.1p1 on Linux, which hangs as you describe. Try upgrading, if you can. When I upgraded, the first 'cvs update' took a long time. Tracing ('cvs -t update') showed that it was comparing every file with the repository.
