The university seems to dislike certain netblocks and blocks FTP from them (or at least that's the current theory), so I've always served both HTML and FTP. We do insist on scp copies (no cleartext password ftp) with user accounts. But if the bandwidth is low enough (alpha test, after all) then DJ's site should not be bandwidth saturated.
