The original copyrights include no restrictions on usage.  Daniel has seen
the new header and is OK with it.  I think they are quite thrilled to have
it in the base distribution and pass off responsibility to someone else for
long term maintenance :-)

That was the plan, it's completely compatible with the old DXE stuff and
generates old style DXEs with the old syntax.

But some bump may happen in the build environment or something, but we'll
fix it if it does.
